What the BC Energy Step Code Is
The BC Energy Step Code is British Columbia’s framework for improving energy efficiency in new construction. It sets measurable performance targets that homes must meet, including airtightness requirements.
The Code is structured in progressive “steps,” with each step representing a higher level of energy performance. Local governments determine which step level applies in their community.
Provincial requirements continue to advance, with higher performance expectations planned for the years to come.
Why Airtightness Matters
Airtightness is a required component of compliance under the BC Energy Step Code. Builders must demonstrate that a home meets specific air leakage targets, which are verified through blower door testing before occupancy.

Overall building durability
As Step levels increase, tighter building envelopes are required to meet performance targets.
Blower Door Testing
Blower door testing is the standard method used to measure air leakage. A calibrated fan is temporarily installed in an exterior doorway to pressurize the home, allowing leakage to be measured and expressed as air changes per hour (ACH).
These results confirm whether the building meets the required airtightness target for its designated Step level.
Compliance and Future Requirements
Under the BC Energy Step Code, energy performance must be demonstrated through measurable results. Airtightness testing forms part of that verification process prior to occupancy.
As provincial requirements continue to increase, planning for airtightness early in the construction process can support smoother compliance and documentation.
